Wiltshire has two tiers of local government: Wiltshire Council is the Unitary Authority (upper tier) and Bradford on Avon Town Council is the Parish Council (lower tier).

The General Power of Competence gives councils the power to do anything an individual can do provided it is not prohibited by other legislation.
The Annual Council meeting selects a Mayor and Deputy Mayor for each year.
Wiltshire Council combines the powers and functions normally performed by County and District Councils. Among them are housing, waste management, council tax collection, education, libraries, social services, transportation, planning, consumer protection, and licensing.
